Latin American
Water Court in Mexico

Reports
and complaints of oil spilling cases in Rio and Playa Coatzacoalcos,
Veracruz, opened the works of the Latin American Water Court
in Mexico City this Monday, in its third version since two
previous in 2000 and 2004 about Central America.
In
the inaugural ceremony were presented several motions of
concern and sanctions against the Mexico City government
who just days before the event decided a sudden change of
the place discarding the National Museum of Anthropology
alleging that it didn’t have the technical requirements.
Oscar
Gonzalez, cultural communications coordinator of the University
Autonomous of Mexico UNAM, said that such change of place
as the refuse to provide visas for representatives from
Ecuador and El Salvador suggest a sabotage of the event
because its ethical implications.
Silke
Helfrich, representative for the German Heinrich Boll Foundation,
said that for her condition as foreign participant she will
not make any opinion but she emphasized that there could
be a strange undertone about the sudden decision to reject
such a place as the National Museum of Anthropology for
the event.
Jesus Trapaga, secretary of Constitutional Law and Administration
of Jurists Union from Mexico, said that the Court event
is an excellent opportunity in favor of socializing Law
which should not be a privilege only to be handle by jurists
and lawyers.
The
Latin American Water Court is one of consciousness to dictate
resolutions towards a known truth, he added. ‘’Our
Latin America people is thirsty, we are thirsty populations
and we want to own our water’’, he said.
Javier
Bogantes, director of the Latin American Water Court, said
in the inaugural speech that we still don’t have conscience
about the rupture made to aquifer environments and the current
and future effects of this.
‘’We are turning our rivers into sewers and
our oceans are dump of garbage and filth’’,
he emphasized.
Bogantes
spoke in favor of fighting along with many institutions
which create and spread a culture of good use of water and
the protection of water natural resources.
This
forum’s jury is integrated by Alexandre Camanho de
Assis from Brasil; Alfredo J. Valladares from Argentina;
Patricia Avila, David Berkin and Oscar Gonzales from Mexico;
Philippe Texier from France, Selma Diaz from Cuba and Augusto
Willemsen from Guatemala.
During
one week of workshops, 13 cases would be presented in this
event and there would be resolutions pronounced about them
in another week.
